Whilst assessed needs above the national eligibility criteria should be met by the Local Authority, arrangements need to be made to meet the needs below that threshold.

In October 2018, HMIP and the CQC published their Thematic Report which looked at Social Care in Prisons in England & Wales. One of their recommendations says that:

“Any prisoner providing social care support to another prisoner should be appropriately selected, trained and supervised.”

In Devon, the Buddy Support Programme is currently being delivered and managed by Recoop (HMPs Channings Wood, Dartmoor and Exeter). The Programme, which was developed by Recoop with Devon County Council, adapted standards from the National Care Certificate for use in prisons and is highlighted in the Thematic Report.

In a recent interview, Bridie Oakes-Richards, Governor of HMP Dartmoor, spoke of the values of the Buddy Support Programme:

“The Buddies support our older prisoners, or prisoners with permanent or temporary difficulties, in managing daily living. They also assist in practical ways; helping to keep their cells clean, helping to give our older prisoners access to the regime, which they may not get if the Buddies weren’t there helping to support them and they deliver personal care, but not intrusive personal care, all of which really make them invaluable to our regime.

The aim of the Buddies here is obviously to do all of those things and also to reduce isolation. That, for me, is one of the differences between this type of peer mentor service and other peer mentoring. They (Buddies) are much more about helping our older prisoners become resilient to managing life inside a prison.”

With the number of deaths in prison increasing, Recoop has developed two new Modules to accompany the Buddy Support Worker Programme; End of Life and Bereavement Modules are now available either as part of the whole Buddy Support Programme or delivered independently. These modules have been specifically developed following feedback from the Buddy team. Increasingly more of them are working with individuals through to end of life and those choosing to die in prison. Additional supervision support has been provided to help the Buddies working in this area.

For further information please contact us.

The Care Act 2014 places responsibility on Local Authorities and prisons to work jointly in order to provide social care support for all prisoners who meet the eligibility criteria.
